I have two questions concerning Grey Knights psychic powers:
1 Codex Grey Knights, doesn't, as far as I'm aware, state anywhere that models with Mastery Level 2 or higher can't use the same power twice or more each turn, though, for example, Codex: Space Marines, does state that Epistolaries can't do this. Just checking to be sure, but Grey Knights can do this, right?
2 Partly continuing on the previous example, let's say I have a Terminator squad with an attached Lord Draigo and ML 3 Librarian. Now, the squad casts Hammerhand, Draigo does so twice and the Librarian casts it three times. Let's say they all pass all of their psychic tests (which they are statistically relatively probable to do), are all models in the squad now Strength ten? Or can the squad only be affected once?

1. Yes they can use powers more than once. There is no general rule forbidding this (except with psychic shooting attacks), and the GK codex does not specify either.
2. This is a point of contention. The FAQ may eventually cover this, but the arguments are basically:
a) It stacks, because you keep adding +1 Strength.
b) It does not stack, because after the first cast, subsequent casts are redundant (i.e. S4 + 1 = S5, then you add +1 to the base strength again, so S4+1 = S5 again).

And Xcalibur shows why the b) argument is weak - it requires adding the word "base" or "unmodified" to strength

If it's in your turn, have the Lib cast Quicksilver, then in the Assault phase have Drago cast Hammerhand, the Lib cast Might of Titans (which stacks), then the Terminators can activate thier Force Weapons to to deal with Muliti-wounds. No one can argue with this Combo. And why would you need anything more? Againts "most" Vehicles, (not Living Metal), your S6+2D6. Tyranid Monstrous Creatures=You deal with the Shadow of the Warp. Wraithlords=Ghost helm. The C'tan...well it would be nice to be at S10.
So I gatta say, just don't do it. My thoughts.

The issue is that there are other things that you can take in multiples that have been faq'd to NOT stack.
EX. Reserve rolls in the Tyranid codex
a) 2 Hive Tyants with Hive commander (does not stack as both rules have the same mane)
b) Hive tyrant with hive commander and Swarmlord with alien cunning (does stack, different names for the special rules)
Will a similar ruling like this apply to the Grey Knghts? Who knows.
What I have seen so far is that anything with the same name applied multiple times does not stack. Anything that does not follow this rule would be an exception. Hammherhand could be an exception

Except hammerhand resolves at different times - those other examples all resolve at the same time. This is because HH has no defined "at the start of...." language - it happens before you resolve combats, but nothing in there mandates simultaneity.
