Let's say I reserve a bunch of Raiders. When they come in out of reserve, can I have the Raiders face parallel to the board edge before moving in off the board edge, move in 24" (flat-out), and then pivot to face perpindicular (the "politically-correct" facing)?

Yes.

Pretend they are flat against, pivot and then move. It avoids the brain fart people have over vehicles moving sideways

Not. Pivoting is part of the move for vehicles that move and is included as part of the move since the vehicle will not have moved greater than 24" (not possible under the rules).

There are a couple of recent threads that have debated this issue ad nauseam. I would suggest a quick search to review such debates. No need to rehash it here.

Movement /= Displacement.

TGAs interpretation is the pick and place method, which entirely obviates the need for most of the vehicle movement rules.

The method that has been in use since 1998, and is in use at all major tournaments in the UK and, from my understanding, the US, is that pivoting does not count as movement (it cannot; if it does you are changing where you are measuring) and so while parts of the vehilce may have displaced furhter than 24", as long as the part you are measruing to does not you have not moved furhter than 24"

In other words: one is legal and fully supported in the rules AND in actual play since 1998, the other adds a restriction not present in the actual rules and obviates most of the movement and measuring rules for vehicles.
