I am interesting in starting an IG army, after a long internal struggle between SM and IG. I like the artillery and ranged weapons over hand to hand.

anyways, should I get the IG Codex and read that 1st or the the 40k rulebook?

See if you can find the pocket sized rulebook from the AoBR box set on e-bay or similar sites, it is much cheaper and will allow you to learn the rules and to buy the IG codex as well.
