My only issue whit these is... What would you put them on?
The necks seem suited for GW. So, I'm presuming it's for GW models.
Other than that, though, I can't think of any 40K models bought en masse that these woule look right on. Can't se ethem working on Cadian or Catachan IG.

Thoughts?
I mean, they look cool as Hell. I just can't think of a good body to match them.

They also might look cool on the odd Black Templar. Pointy Mahreenz!
I'm thinking about using them on some Warzone bodies (being that I have about 200 sitting around) alongside some Blood Pact mask-type-dudes.

Thought about that, but then you've got a whole different issue.
It's been a while since I worked with flagellants but, as I remember, the depression in the neck is different enough from IG models to make it a real annoyance to swap heads.
Not impossible, granted... just annoying.

They do, but you might run a couple apostate preachers, as opposed to running a whole unit of these guys.
I'd love to put these on Flagellant bodies, give them chainswords and laspistols and make a PBS out of them.

Those really look like Klan hoods. And, yes, some Klan groups use red and black for certain ranks :-/ As for the Spanish Inquisition, I am unfamiliar with any similar high hood- do you have a reference? The usual hood may be peaked but was much lower and would look more like a monk's hood with open face or an executioner's hood with closed face. They also had broader brimmed hats, of course.
Certainly, redemptionists favor the style, but outside of hardcore 40k fans, the first thing people will see is KKK.

Depends on where you're from. It's not even an Inquisition thing but moreso a Spanish thing.
Seville, Spain has an annual holiday called "Holy Week" (It's the lead-up to Easter).

The KKK weren't really creative. The associations derived from such hoods depends on where you're from as you may see from that Google Images link.
Feel free to search "Penitent" or "Hooded Penitent" on Google Images as well. It's not in any way a KKK symbol nor an Inquisition symbol but purely a show of religious faith.

Indeed. IIRC, the Klan chose the hood and robes specifically because of the religious associations. The Klan also believe that they're doing god's work by trying to keep the races separate.

For Redemptionists, use the heads on Bret. men at arms bodies for preachers and deacons, use the flagellants for the two lower classes (brethren and initiates or something).
Would also look good on Empire archer bodies.

Absolutionis: Great links! Growing up in the southern US, I never saw Nazarenos and definitely knew the Klan had nicked all of their attire (interestingly, the conical hoods were adopted in the 20th century. Prior to that, klansmen covered their face, but it wasn't a standardized uniform).

I would see people commenting about them being KKK masks but I do think they look cool , while the design may be a bit offensive to those who don't understand the origin of it but still they'd be great Chaos Cultists hoods and would be great for squad Preachers and Enforcers.
