Is there a way to make a competitive army that focuses on the use of mass units of scouts or DP, what codex would work best with this?

depends what you want to do with them per say? Are you looking at melee? or are you looking at a all scout every piece of cover now shoots at you army?
Space marines have a few fun things to do with this. The basic marines have generals that can give units scout / outflank as well as many other things. White scars if you want to test the biker army has an entire army that can outflank. Kahn allows an entire army of outflanking transports if you would rather go with that kind of thing. I think it is shrike? that allows for a squad to scout with a dedicated transport (Land Raider with scout lawls).
If your looking for drop pods and deep striking I believe blood angels have a decent let it rain list going for tourneys atm. Daemons are pretty much an entire deep strike army as well if that more your thing. Each one is good at some and bad at others Automatically Appended Next Post: Space wolves I believe also have a good showing on scouts if you don't mind Team Jacob jokes being thrown at you.

Check the mechanized space marine list that involves the named techpriest (master of the forge?) or something of that name. It involves 9 dreadnaughts which can be easily modified into a DP army. Other than that Look at the blood angel codex since thats the best army I can think of for drop pod spam. Scout spam I'm not sure if any army can do decently without having to include some of the heavy hitting squads.

From a blood angels perspective, a good scout list would include as many scouts in objective or melee kits as you can fit. Giving them locator beacons and then utilising DS and DPs to bring in the rest of your army. It is an all or nothing strategy though. And you really struggle against Mech lists
BA would look like
Librarian+Honour Guard, 3xMelta+DP 280
Librarian+Honour Guard, 3xMelta+DP 280
10 Sternguard Vets+DP 5xMelta/Plasma 280
10 Scouts, CC+PF+Beacon 200
10 Scouts, CC+PF+Beacon 200
10 Scouts, CC+PF+Beacon 200
10 Scouts, CC+PF+Beacon 200
3xBaal Preds, Flame+HB 450
That's a little over 2k, you're relying on infiltrate and scout moves to minimise scatter for drop pods for first turn assaulting. You don't have much close combat punch and you won't win attrition.
If anyone has any other lists I would like to see them..

I was thinking of using scouts as a sort of cheap devastator unit, lots of small squads with missile launchers and snipers, maybe telion if i use the general SM list, and then everything else either Dropping down or in razorspam.

You can do a combination of both, 10 man squads, combat squadded, 1/2 snipers+ML with the beacon and PF in the forward units.
The issue with playing defensive is snipers are only medium range heavy's. a single ML is only annoying not really effective. I try not to rely on chance rending wounds and pinning. A single TL Assault cannon is more reliable.
Basically scouts fold against any decent CC unit, you use them to hold objectives deep in home territory, put them in transport speeders for late objective holding/contesting or deploy them forward and call for re-enforcements.
Personally if I was to play BA scouts I would give them beacons, infiltrate them and then DP sternguard or DS Vanguard but I don't think that's very competitive.
If your heart is set on defensive scouts, you still need CC units, Antie horde and anti mech.
I would still use my above list but play some of the scouts Combat squadded and hold your forward units in cover until reserve units come in
