If I'm about to assault with my hunters, pop my standard and then start assault, is a roll of 1 for my mark of the wulfen attacks subject to the reroll?

I would say yes. The rules for the Wolf Standard state that "all models in that unit may re-roll any dice rolls of a 1." So if you have declared the use of the Standard at the start of your assault phase, every single roll of 1 is fair game for the duration of the Assault Phase. Enjoy.

Yep. ANY die that's a 1 in the assault phase. Rolled snake eyes for your difficult terrain check? Re-roll those! Jesus, four failed dangerous terrain tests? On the powerfist guy no less? Re-roll them! Rolled 1's for your wolf guards in terminator armour? Wouldn't it be nice to fix that with a re-roll? Now you can! And I know how you were looking forward to running away from that brutal khorne berserker charge so you could shoot them with 15 missile launchers. I mean you lost combat by like eight! Surely you'll break and run.
But you rolled snake eyes! Insane courage! .....screw that, re-roll it! They rolled a 2 to pursue, and you rolled a 1, meaning they catch you and keep you in hth - guess you'll just re-roll that to make sure you get away then!
I'm fine with re-rolls to hit, wound, and you know what sure, armor saves too why not. But every. single. dice. in the entire assault phase? It's pretty damn ridiculous. It pretty much makes a squad A) incredibly deadly and B) nearly invincible all at the same time, while also ensuring that everything you want to happen happens.

Spellbound - not quite correct.
From the FAQ:
SW FAQ v1.1 wrote:Q. Does a Wolf Standard allow Leadership test results to be re-rolled? (p62)
A. No, as it is impossible to roll a ʻ1ʼ on 2D6 – when making a 2D6 result you must count both dice as a single roll, not address them individually.
So, any test thast checks on 2D6 cannot be rerolled. So no Ld, difficult terrain, etc.
And remember you must pop it in the phase BEFORE the assault phase, if you want it to affect that next assault phase.

If you call the use of the wolf standard at the end of the movement phase and do nothing else, or call the use of it before you start the assault phase before you do anything, has anything changed?

Yes.
The standard works in the NEXT assault phase. So if you call it while alreayd in the assault phase it only takes effect on the next assault phase, next player turn

Difficult terrain is not a 2d6 result that you count both dice as a single roll. If you roll a 1 and a 2, you do not move 3". You roll two dice and pick the highest, addressing them individually.
As opposed to a leadership test where when you roll a 1 and a 2, your result is a 3. You roll 2d6 and take both of the dice as the result, not individually.
