You read incorrectly.
WHen you move flat out, the occupants cannot disembark (or embark) on that same turn. Now, turn == player turn (see the rulebook AND the FAQ for good measure) meaning that IF you vehicle is wrecked on the same player turn it goes flat out then any occupants are unable to disembark (at all) meaning they are dead.
If, however your vehicle survives your turn and gets shot in the opponents turn, then it is NOT the same player turn you went flat out, meaning you CAN disembark.

Basically don't fly your skimmer full of a squad into dangerous terrain going flat out and roll a 1.
They'll be picking pieces of your squad up for weeks after.

Ya, the only ways to really have this happen is:
1) Roll a 1 on dangerous terrain
2) Ram and be destroyed yourself
3) Scatter blasts onto your own vehicle.

Not even this, as it happens in the shooting phase.

You may not disembark during your turn, the penalty is not restricted to your movement phase.

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.
Orks meks have a better understanding of electrics and mechanics than most Tech Priests.
Orks actually do not think that purple makes them harder to see. The joke was made canon by Alex Stewart's Caphias Cain books.
Gharkull Blackfang did not even come close to killing the emperor.
Orks can be corrupted by chaos, but few of them have any interest in what chaos offers.

Hm, you may be right. All I remember is distinct wording about 'that movement phase'. I'll have to double-check when I get home.

FAQ disagrees.
Q: If a transport vehicle is destroyed in the same turn as it
moved flat out what happens to any embarked models?
(p70)
A: They are removed as casualties.

Yeah, then I guess a rogue blast marker could do it too.
