Sort of. A rapid fire weapon implies that the wielder is taking his time to fire, while Ork are always firing without any effort into aiming while they're charging right into melee.

Also you CAN'T charge into melee with a rapid fire weapon firing..
There is a reason why most ork weapons are Assault.
I'd be right alongside Flash Gitz having Heavy weapons though, as long as they had a decent amount of punch...

some orks might just sacrifice a melee fight for the roar of a rapid fire weapon, different orks have different preferences.

Why on earth would you downgrade from an assault 2 weapon to a rapid fire weapon? It's like downgrading a storm bolter to a regular bolter.
There is no improvement in dakka. You fire LESS at anything over 12'' and have to stand still to do it. Doesn't sound too orky to me.
The shoota lets you pummel the enemy with the same number of shots at better range (18'' i think? ), and then pile into them and beat them with the barrel if you are close enough.

I think you're right there, but the familiarity of the chop mist be replaced by the thrill of the boom; snazz weapons are boom-y, or can be.

Yeah, I'm not suggesting replacing Shootas. I just want to make Flish Gits more useful.

Make Flash Gits useful?
Give them all the upgrades as standard, and it's probably best to modify them slightly, and keep them as the same cost (or up it a few points if necessary) and MAKE THEM BS3! They should have lots of diverse weapon upgrades for their snazzguns, ie the equivelant of having special weapons (maybe? *shrug*).

I think orks holding guns the size of guardsmen, laying horrendous amounts of inaccurate fire at the opponant is really really cool. Saying that, flash gits are not competitive, apparently. Mate runs them in a blood moons army, on occasion, they usually make their points back, but orks get much better options in heavy support

The only reason Flash gitz are considered uncompetitive is because A) everyone and their dog hides in MEHTAL BAWKS B) everyone spams meltaguns, plasmaguns, and power weapons like there's no tomorrow, and C) they take up the same slot as a Battlewagon, which is just generally better for this mech heavy Meta.

Making them elites instead of heavies would have helped somewhat, but even then lootas have them cold for firepower.

There was a time when Shootas were Rapid Fire weapons. There was a time before that when they were just bolters.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Not really. Give them harder hitting guns, or at least guns with more shots, for a bit less than they currently pay.
