I am converting some IG rough riders i have the empire outriders and i have parts from troop boxes to make them but wondered what bases should i be using as i have bought some bike bases from eBay and was going to use those but i noticed that DKoK have 50mm bases i think in any case they have round bases. I do have spares of both so it's no problem building them i just wondered which bases i should use as i don't know which to use and using the wrong bases is against the rules.

You're supposed to use as was suggested somewhat unhelpfully the ones they come with. Since you're converting them from fantasy stuff, that could be a problem depending on the source of your figs. The normal official rough rider figs (the old 2nd edition mongolian attilans) use the fantasy cavalry bases so you could totally use the same ones from the outrider kits. That being said, I don't think anyone would have a problem with you using the 40k bike curvy cavalry bases. Bikes used to come with the same square ones that still come with fantasy cavalry so the curvy bike bases are pretty easily seen as the 40k equivalent. To be 100% legal, use the rectangular cav ones. To be ok with 99% of opponents and look much cooler, use the current bike bases.

If your planning on playing in tournaments or in pick-up games against folks you may not have played against before, you should consider using the current bike bases. This will prevent any accusations of "modeling for advantage".

Why? Rough Riders have never come on those bases. Right now, Rough Riders come on fantasy cavalry bases.

If you're trying to avoid accusations of modelling for advantage, you should be using whatever Rough Riders are currently supplied with, since that's what you would be using if you were using actual Rough Rider models...
That being said, I can't see anyone seriously having an issue with the bike bases.

I am planning the same project and am going to use the fantasy bases unless my FLGS has the rounded bike bases. Either way, you shouldn't have any problems unless your opponent is TFG.
I wouldn't use the DKOK bases because they are very clearly not what normal RR ship with. Forge World walks in shades of gray about legality; it is ships with FW, it is legal for FW but anything that off from normal is going to be a little hairy.

Forgeworld using different sized bases really isn't any different to GW doing the same thing.
Eldar Jetbikes have been sold (at the same time) with 30mm and 60mm flight bases. The different Daemon Prince models have been sold with 40mm or 60mm square, 40mm round and 60mm round bases. Heavy Weapon teams have been supplied at one time or another with just about every different base that GW has ever made.
Until GW issues a set basing guideline for 40K, use whatever looks appropriate for the model and most people won't have an issue with it.
