Just as the Title Says
We lose in fluff, game play, and rules.
In the fluff, we are defeated, once again, losing almost an entire regiment in the process without even completing our mission objective. If its any consolation, the SMs went down with us. Unfortunately, they weren't the Ultramarines.
For rules
The Orks get:
Orks:
Warboss Grahkrag, Da Overseer of Mekslag-Ikks(Cheaper alternative to Ghazghkull if you want a squad of scoring nobs/meganobz)
Warboss Zhadsnark Da Rippa(Cheaper Wazzdakka gives you a PK that strikes at initiative, and Tank Shock, [caution rules are a bit messy])
Outside the Campaign:
Death Skullz Warboss Skalk Bluetoof(Cheap EW Boss that lets you take a squad of scoring Lootas)
Mek Boss Buzzgob(Gets D3 Bonus Big Choppa attacks at the start of an assault)
In addition, they get an army list with armoury.
We get:
Elysians
Captain Thanstadt(IC Senior Officer with 12" Stubborn Bubble that makes a squad fearless)
Sword Force Command Squad(Fearless CCS)
Outside the Campaign
Captain Gerek A-Company Command Tauros(Allows reroll of failed reserves)
In addition there are many typos in the Elysian section of the book and many pieces of equipment were missing rules.

To be fair, the book really is meant to be all about the Orks.
As an IG player (and Elysian to be specific) I was a bit set back by the fact we lose again (and the fact we'll lose again in IA11 against Eldar), but we Elysians do already have 3 IA books (IA3, IA4 and IA8).
So it's nice that we got an update, but really this book is unsurprisingly Orky in nature.

While IA8 gave the orks all kinds of cool goodies and a fun list with the dread mob, the Elysians got the more competitive list. It gives the Elysian player the chance to field a much better air cav army than they could using codex:IG. You can pack in as just as many birds but they don't have to be squadroned up. At 2,000 points I can field eight valks/vends in either the IA:8 list or IG list. The IG list limits me to three squadrons so I can only target three separate targets with my birds. In the IA:8 list I can target 8 separate targets, making the IA:8 list much more viable in a competitive environment.

Two Things,
Where is this information about IA11 coming from?
and
How often do you use your Elysian Army as an Elysian Army and not as a count as Codex: IG list? As people who have been following my topics would come to suspect, I am from a community that is not too friendly to Imperial Armour. As a result I don't have too much experience with the list. Being new to 40k as a whole doesn't help much either.
If the list really is competitive, for what reasons, besides what you already stated, would make it so? And to play the devil's advocate, what would others have to say about the list being overpowered/underpowered?
