I do have a few questions:

ex1:

assume i have LR shooting at rhino full of tacticals. I do open it up with tl-Lcs , can i shoot at tacticals trough potms with hb ?

Ex2:

i have squad of sang guards in inf pistols range shooting the same rhino, moreover they pop it. Are they able to charge the tac squad ?

1) No. All weapons of a unit are assumed to be shooting at the same time, so the hb would also hit the rhino.
2) Yes. The unit that destroyed a transport may also charge the passengers. However, if another unit destroyed the transport after they failed to destroy it, they may not charge.

Even while using Potms and defensive weapon rules???

Could hurricane bolters be fired? (defensive) or AC (Potms)?

How about 2 LRC standing next to each other destroying 2 rhinos at time and pop'ing 2 tac squads could they use the POTMS to shoot to other target (not tac squad from rhino they destroyed but the other squad) ?

No, the PotMS still shoots at the same time, defensive weapons do not change anything about this.

If landraider1 destroys rhino1, it may not shoot the passengers of either rhino, because they are both inside their rhinos when you start shooting.
If landraider2 destroys rhino2 afterwards, it may shoot the former passengers of rhino1, but not the passengers of rhino2.

You must finish shooting all the vehicles weapons before moving to the next, even with PotMS.

BloodTzar - ALL shooting from ONE unit is simultaneous: there is no "the potms H Bolters fire after the multimelta" - see the basic shooting rules.

At the time you fire the Landraider you cannot shoot the unit inside, as they are not a legal target
