Gives re-rolls to wound to roll results of 1. Can this only be used when attacking something with a toughness value or can you use it when shooting at vehicles? I'm guessing the answer's no but was just asking to make sure that's right. I was thinking that maybe if you roll a 1 when rolling to see if you penetrate armour, then you get to re-roll?

It says that you get to re-roll 1's to wound. Penetration is not wounding, so I would say no, you can't re-roll it.

To Wound is only rolled for against things with a toughness, so no, you can't use it against vehicals.

You can use it at range, AND only against things with toughness.

On topic: Yes, it can be used during the shooting phase, but not against vehicles for reasons already described.

As for the re-roll to wound with hammer of righteousness. As long as it can be wounded, you get a re-roll.
