yes, the power weapon and str6 are lost on the second round of combat. they only get the bonus if they CHARGE into combat.

As for the second, most prefer Banshee masks because they make you strike first. However, on an initiative 6 autarch, (I'm assuming that's what you're asking for), Mandibasters are more useful because they will provide you with an extra str6 power weapon attack.

This, and what the poster above me said. While they are typically seen as an expensive and relatively brittle unit, adding a Bike-'tarch with a lance and fusion gun to a squad of 5 Shining Spears with an upgraded exarch with the Hit and Run ability is one way to take advantage of their lances. The autarch can open transports with the fusion gun, with the Exarch helping with a s8 Star Lance shot assuming your in 6" range, then the unit assaults. Stick in combat through their shooting phase, then Hit and Run in their assault phase so you can charge them again. Having a counter-assault unit of your own to tarpit the targets helps with this significantly and I've found they work as a nice hammer unit to a Seer Council's anvil, assuming you've got the points for it.

Eyes - no, the banshee mask ignores the bonuses of assaulting through cover. Having your I dropped to 1 because you took a difficult / dangerous terrain test is NOT a bonus.

I was stating from army builder it says " confers intiitive of 10 and negates bonuses from cover and grenades"

Yes, it negates bonuses from cover, however if you assault someone with defensive grenades you still lose an attack (as that is a negative directly affecting you, not a bonus to the enemy, in one sense of the terms) and if you run through cover without having grenades yourself, your I10 drops to I1

This is what you get for having an out-dated codex. When written, assaulting a unit in cover gave the defender a benefit rather than a drawback for the attacker, I believe.

Army Builder has cut out the most important word in that summary: initiative. It only negates initiative benefits.

I really need to stay away from the 40K forums.
