If the librarian is mounted in a transport and uses "Shield of Sanguinius", do you measure from the center of the vehicle or the edge to determine if other units are within the 6" range?

Also, If you were doing this from a scratch build/kitbashed stormraven, would you have to figure out the dimensions of GW's stormraven and measure from there? I know many have built their own stormravens. Has anyone run into this as an issue?

There are no rules that cover using conversions or scratchbuilds. As far as the rules are concerned, you just measure from the hull, because you're obviously using the correct GW model

In general practice, you just use the model you have. It gets far too messy if you try to pretend that your model is actually a completely different size and shape.
