Page 67, from memory, tells you the ONLY difference from a normal transport (for a dedicated transport) is that you can only deploy the unit that bought it in the vehicle.

Meaning yes, you can put any unit you like inside a non-dedicated transport (as long as it fits in there, of course ) and hold it in reserves, etc.

I never saw the usefullness in this unless running the dragons with a guide seer and moving only 6 to get 9 shots with scatterlasers and underslung shuricannon..

Your firedragons are likely to want to get close to the enemy, and falcons are much more durable (with holofields) in general than waveserpents.

It's also in the rulebook FAQ.

Q: Can a unit start the game embarked in a non-dedicated
transport vehicle? (p92)
A: Yes, as long as its unit type is allowed to embark onto
that vehicle and it does not exceed the transport capacity.

I agree with the rule, but I disagree strongly with the tactic.

Waveserpents are much more durable than a Falcon. A holofield doesn't make up for the lack of the energy shield.

Indeed, the Falcon is more durable at long range but when within melta range its both more expensive and less durable so never stick dragons in a Falcon. The falcon is for DAVU squads

But yeah, the ruling is that you can start in a non dedicated transport
