I have two questions, which happened this weekend:

1). When RESPONDING to an assault, and moving the Independent Character first (per rules), a model which doesn't quit reach base-to-base contact with the enemy, does the model still move, and move the full six inches?

2). May a shooting unit, shooting out of a open-topped vehicle which is inside a ruin, but which can draw line of sight to a target outside of a building through WINDOW, do so, firing all flame template weapons?

#1 The defender's response allows their models to move up to 6" to attempt to get into base contact. Unlike the assault move rules there is no way to fail a charge response.

#2 I'd say yes. There is no need to actually place all your models in the open topped vehicle. You just measure range and LOS from the firing point, which is anywhere.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

However, if the Independent Character fails to reach base-to-base contact, he may not attack, right?

Correct. He is a separate unit when attacking, and thereofre must be in btb with an enemy model in order to fight. As usual.

When firing flamers from an open topped vehcile (burners in a battlewagon im guessing ) as long as you can draw LOS from the hull to the target, ALL templates fire from exactly the same point - the point at which the most models are covered.

This means that you dont actually need to place the template entirely in LOS - and in fact can be forced not to.
