I doubt only water, there's probably a plethora of different beverages in each system alone as indicated in every WH40K book you'll ever read. A dark and gothic future where mankind runs on blood sweat and toil with cog, spur and lever machines dominating their industry. Producing both manufactured goods, labor and waste, an old run down bar seems to be in exactly the right place in such a world

I always thought of it as Whiskey, but I think it could be one of those things left delibirately unclear.

I remember reading Eisenhorn, and they always seemed to have a decanter of something called joiliq on hand. Not sure exactly what sort of beverage it was, but I think it was in shot glasses and seemed sort of a connoisseur's drink.

well the tanith first have an obsession for Sacra (clear, similar to paint stripper in taste, there for Vodka) Amasec seems popular amongst the rich so yes most likely brandy, and i think theres another called Joliq or something that vervunhivers like however one thing every body seems to drink is Caffine

Eldar Juice, the most expensive drink in the imperium, first, spirit stones must be collected from dead eldar(no easy task), then ground into a fine dust and poured into tyranid blood(also not easy to obtain). It tastes like mellow yellow, due to the reaction between the 2 ingredients. It can also serve as an anti depressant, because when you drink it you think "i'm really glad someone didnt give my soul to slaanesh to make an expensive drink!" but hold your horses people, this drink costs $10000 a glass, so make it last!
