It has been established that when using Gate the Librarian can lock on a locator beacon so as not to scatter.
Can the same be done with a teleport homer?

The Librarian wears terminator armor (does this affect?).

Then the teleport homer cannot be used.

Well, if you want to use explicit words, technically he is teleporting.
He is vanishing from one place and appears in another. Isn't that the true meaning of teleporting?

In game terms though, i understand the difference between a beacon and a homer as "everything that deep strikes locks on a beacon but only terminator models lock on a homer"

Technically the teleport homer tells you which users can use it and when - and the librarian, even in terminator armour, doesnt fulfill all of the criteria.
