A haem with a CoM and a Venom blade. Hmm. Neither seems to have much point here. It's a shooty army, so I'd toss the Venom Blade, as a haem should never be in h2h anyway. And unless you're facing a lot of BA & GK armies (and yes, my local meta has loads of them) I think a liquifier is more fun at trashing SM.
Otherwise, 30 or so lance weps? 100+ splintercan shots? Awesome.

About the COM, we have a very psyker heavy meta in my local area, so it's about the only PsyDefense that DE can get, so I try to use it to at least give them pause before they deep strike that GK Termi squad right next to my venoms ;p The venom blade is only there because I couldn't think of anything else to do with the last 7 points!

Scary list, your only real weakness is lack of long ranged anti tank, if this is a tourney list you will run into an ig list that castles up with 15 or so tanks that each can hurt any of your units. If the ig player plays even slightly smart you will at most be able to target only 3 tanks your first round of firing.
The other weakness is hand to hand, you don't have any at all. Even in a shooty list you need 1 or 2 hand to hand elements, mobility will not sdsv you forever when you need to close to 18 inches to pop tanks for your venoms to do their jobs. This is actually the reason I think all venom lists are weak. Tey lack synergy that people think they have. The anti tank part of the equation is short rang and the anti infantry component is long range, so in mech heavy meta games you are kind of at a slight disadvantage.
You will clear out any unit you get out of their transport but you have to close in close to open the transports up, without a hand to hand element you closing in is less scary. This is why dash of peppers all venom list works, he has a hand to hand element to stop multi charging of his venoms and any squads that dismount, or at least present thud threat of retaliation in assault.
In other words your army list is strong at shooting but you are plang tau eldar in that you have no assault power at all. I would charge you with fire warriors if I was playing tau honestly because it would be an even fight, your higher chance to hit with wesponskill 4 would be outweighed by your worse save, it's just a trade of 16% better chance to ehit s dark elder for failing 16% more armor savs than a tau fire warrior. Consider that your hand to hand is that of a fire warrior in your non assault, read all units you hav selected.
Also if psykers are heavy meta inn your ara take a few of the -ld. Vehicle upgrades
Also crucible of malediction could be replaced with shattershard , the chance of killing a toughness 4 model outright from a toughness test is higher than the chance of killing a ld 9 or 10 model from an ld test.

I'd be pretty tempted to drop the Haemy for a Blaster Archon, personally, but I suppose if your local meta really is that psyker heavy it's worth if for the anti-psyker over the more shooting.
What concerns me is two things;
1. Your ability to deal with Monoliths/Blessed Hulls is basically totally tied into the Scourges.
2. You have no real ability to deal with leablower IG effectively even given first turn.
My suggestion would probably be to cut down on Scourges, use the points to work in Baron S (w. Beastmaster escort) for a bit of Turn 1 tech and a counter charge unit, and then, really, go with the tried and true Haywire Grenade toting Wyches who can at least alpha strike parking garages or give even a Monolith or Blessed Hull a guaranteed stomping via their passel of grenades.
Overall, I rather like the list - it's a solid attempt to use Scourges in a competitive manner.

Thanks for all the responses, a lot of food for thought here. I've addressed some of the points below, having encountered them "in the wild" as it were outside of the theoryhammer stage, YMMV.
-I agree it's dependent on "closing" to pop transports, if you consider 24" effective range on the blasters "closing".
-Leafblower IG is dead and buried anywhere outside of the BOLS forums. Nobody uses that here, or has ever used it here.
-The reason I don't fill out the trueborn in favor of dropping a scourge squad is in case I run into blessed hulls and monoliths, as another poster stated. There are (believe it or not) 4 necron players in my area, and they always have at least 1 monolith at 2000 pts.
EDIT: I realize the above seems a bit snarky, not intended to be though! I'm hoping some of the SoCal players from UCSB and beyond show up this time so that I can see how it fares against some of the nastier net decks.
