You want have enough for a normal sized game, but you have enough for a starter match. Just to acquaint yourself with the rules

Craftworlds Eldar: 8500
Dark Eldar: 1000
Harlequins: 1000
Raven Guard: 1500
Tyranids: 1500

Yikes lets see...

$100 can get you 2-3 units, but what can you use...

Eldar is one army that requires TONS of army synergy, atm you have a mix of bunch of small different stuff, but not enough to be an impact to do anything.
Not to mention you dont have enough points for a normal size game either.

First off , is the $100 the maximum? and do you buy from discount retailers? Or directly from GW?

So far the most effective thing i can think of is, buy a 2nd Battle Force

There are many Eldar builds. They usually boil down to foot-slogging and mech. With your budget and your current inventory, you won't have enough to build a decent mech list. You may want to consider foot-slogging.

On the up side, to foot-slogging has decent amount of fire power. The downside to foot-slogging is lack of mobility for reach objectives.

Reecius, one of the top competitive players, won a 1500 points tournament playing foot-slogging. You can see his list and read his battle report here:

5 Dire Avengers w/ Serpent
1+2 Warwalkers

Hey
Well starting an army defiantly has to be one of the hardest and most exciting parts of the game
I'd defiantly get another serpent with a full squad of avengers in there with an exarch with bladestorm and 2 catapults. Drop those guys off just in range of an enemy squad and you can put up to 44 shots in them! Which is quite a lot for 10 guys, one of my favourite tactics! Warwalkers are a good way to put big guns on the field for a cheap cost in both points and cash. autarch is a good buy, quite versatile. Then there's the ever amazing harlequins, load them all up with kisses and a shadow seer and charge them at almost any unit and you'll eat them for breakfast Then i can suggest a small squad of fire dragons, these guys have gotta be one of if not the best anti tank squads in the game IMO. In front of almost any tank they will melt a hole straight through it. Last thing, swooping hawks, extremely cost effective models with a lot of shots waiting to be fired too, also able to drop anywhere on the field. Most people think they are way over priced in points but in all the times that I've used them they haven't failed me and are a great last turn objective contestor.
Well anyways good luck!!
