Sorry if this has been asked, but i could not find an answer with the search function
If i have first turn, and move Coteaz + attached unit forward (heavy weapons specifically) can i shoot at enemies coming from reserve that come in within 12 inches?
So basically what it boils down to is, if a heavy weapon moved during my turn, can it still fire on the opponents turn.

That's a great question. The BRB says that units that moved may not fire heavy weapons that turn. Since the turn is defined as Player turn, then a unit that moved should be able to fire heavy weapons and rapid fire weapons as if they had stood still because they did not move in that turns movement phase.
My follow up question to this is:
When a unit arrives from reserve, is it's origin point the point you measure from, or is it it's final location at the end of it's movement where you measure from? As I read the GK FAQ, I am leaning towards the first one, which would allow a unit to enter from reserves outside of the 12" range and move to within 12" without risk of getting expected.

You could however move flat out in a stormraven and deep strike down couldnt you?
Or even on turns 2- the end of the game, so long as his unit keeps moving forward.

This actually happened to me in a game. The Terminator squad was accompanied by Corteaz, and managed to get to my deployment zone before I rolled high enough to get my reserves to come in.

It is not possible if the models are on foot. In a vehicle, it is possible though.
DOW: If you deploy 24" out (on foot), then move 6" and manage to roll a 6" for running, you'll still be .00000001" short of the 12" that you need to the point of origin
Spearhead: Same as Dawn of War. If they are on foot, you'll still end up .0000001"out of that range.
Pitched Battle: If on foot, they'll still end up .0000001" out of that range.
I don't think he necessarily meant "first turn of the game", but more "first player turn of the game turn".
