Do any of you know if I can photo copy the rules of Planetary Empires for the people playing the campaign with me? And am I allowed to post those rules on the internet via forum? Sounds dumb but I don't want to infringe on the rights of GW.

It is indeed illegal.

You could probably photocopy them for personal use at home, since no one is ever going to know anyway.

You can't post them online, however.

Just to be clear. You can NOT legally photocopy them for personal use. I doubt GW would come after you for this, but they certainly could if they wanted to.

A very good rule of thumb is that if you're copying something in a way that would impact the sale of the item, you can't do it. You're making copies for your playgroup, which deprive GW of the sales they would have made to those other players.

I think the only thing you can ever photo copy of GWs are the special templates where the book says you may do so(and ONLY for personal use) such as the Fallen giant template or Foot of Gork.

everything else can't be copied unless the book says you may copy the page.
