Can ALL Stormravens move Flat-Out, and still use PotMS, or just Blood Angels? The BA FAQ says yes, but the Grey Knights FAQ makes no mention of this.

All SR can do so, as it you are firing one more than normally allowed

Yup, as long as it has PotMS, it can.

That's what thought, but Flat-Out is written like Smoke launchers: May not fire any weapons. The train, derailed as it may be, of thought is that it doesn't say 'may fire 0 weapons', so the PotMS can fire. When you use Smoke, the PotMS is not able to fire. My Nemessary believes that only Blood Angels, because of the FAQ, are going to be the only Stormravens firing while Flat-Out.

The FaQ, while specifically for the BA, mentions Stormravens with POTMS.

If other Stormravens have POTMS I do not see why it would work any differently.

GW at least tries to be consistent with what things do, look at the FaQ for Storm Shields, Land Raiders, and POTMS for Dark Angels, they brought those in line with current codexes.
