I was thinking about my CCS and had the thought. Are they retinues? IF everyone but the CC dies is he now an IC?

No. He is never an IC at any point in time, therefore the unit is never a retinue

No, the squad is bought as a whole, not as an add on to the CC.

It depends if you are useing the DKoK rules the company commander is an IC if you are using plain guard the company commander isn't as said before.

Updated DK rules makes them in line with 5th edition guard

what about when you add in a Straken or a Creed?

Upgrades to the CCS are not IC

Straken and Creed are simply upgrades, both along the lines of taking a standard bearer or vox caster.
