now I haven't been playing long but it's to my understanding that most of the agents of the Officio Assassinorum are to be considered beastly in comparison to other normal infantry units but I've noticed, both on this site and in my short time of play, that many IG and =I= based armies do not use these lovely members of the Imperium- which brought me to ask the question why, is it point costs? or are they not nearly as good in actual combat as their fluff and Stats would imply?

How many GK players have you played and how many local GK players are there?
Because AFAIK they aren't underused...
DC assassins are cheap for what they do.
Vindicare is an amazing tank killer the others are okay but not as good...

The majority of the lists I have seen on Dakka include some form of Assassin.

Everyone should own a Vindicare! I don't even play GK and I have one. Wish I could use him....oh well, he's allowed in Apoc games, so I have him for those. If I could use him in BT, BA, or C:SM, I would. So good...

I play a Vindicare in Dark Heresy, does that count?

I see them used in my area in pretty much any army that can use them.
