Wording is:
"All hits caused upon that unit gain a re-roll to wound until the start ofthe next Eldar turn."
Can I reroll dice even if they wounded, say if I were fishing for rending wounds?

Yes. It does not require a failed to-wound.

Happens at least once per game vs any eldar player

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

It also can sometimes work against you. Say your opponent fires a blast weapon and it scatters onto his own doomed unit. He can re-roll successful wounds and leave failed ones.

Just remember though, you have to use the result of the re-roll, so if you try to get some rending, it's possible you end up with fewer wounds.
