Short answer, yes, but there are some additional rules involved.

If you have a sharp tower or something, they cannot land on top of it.

In 2nd edition, the Ork Battlewagon (which was considerably smaller than its current incarnation) could carry as many models as you could physically pile on top of it... but if any of them fell off when you tried to move it, they would take a wound.
