As the title reads. I know GK have the warding stick, but I'm asking about a constant 2++ or special rule equivalent thereof.

There are several 2++ saves available to various armies, though I believe the only one that is both 2+/2++ is a Terminator or Artificer'd Techmarine with a Warding Stave in close combat.

Other 2++ Saves: Ghazzy on a Waaagh!, Shadow Field, Blessing of the Blood God (Daemons; against Force Weapons), etc.

I'm pretty sure there's something in the Imperial Armor Badab War that gives a 2++ too, but I think it only works if you pass a psychic test.

Well Ghazkhull Thraka had a flag bearer that had a 2+/2++ save IIRC, but it was killed when Ghazkhull decided to sit down on top of it.

As for up to date equipment i don't think such a thing exists apart from IA

I can think of several things with either 2+ or 2++ but nothing with both.

I shall rule the world someday utilizing my cuteness. And I already have one minion to help me do it!

Not quite the same thing but a Canoness with Cloak of Saint Aspira can have a 2+/2++ for as long as she has the faith to spend, not that it would be a wise use of faith.

The SC libby in IA9 has a 2++ save if he passes a psychic power.

Noone has a permanent 2++ and 2+

Basically, all of the above.
The classic example is, in my opinion, Ghazza's Waaagh! rule, which gives him a 1-game turn 2++ save.

it doesn't matter now, but with the old DH codex psycannons and incinerators ignored Invulns so that could result in CHazzy not having any saves against certain weapons.
