hey guys, just a quick question, say i wanted to start a new army, how can i be sure that im not wasting my money on a whole army if the new codex for that army is gonna come out? in other words, is it safe to start a new army without there being a codex update for it?

Well its safe to say that the recent codexes won't be updated for a while (blood angels, grey knights, dark eldar.)

Armies such as Tau, Necron an Eldar need updating soon. Bare that in mind

Just go with one you like and be prepared to pay the $30 to update it if needed. It really isn't that much of a cost when compared to other things in this hobby, essentially 1 squad of something to update the book. Don't let it be prohibitive to you starting an army you want to play.

Necron are being released soonish.
Sisters are getting aWD codex.
Tau are rumoured to be next in line for a full codex.

okay thanks but what i mean is for example i want to go out and buy a (lets just say ig army) and i buy a full 1500 point army but then oh no, they have a full codex update a month later.. is there no risk of being in that situation?

Right now, the only one that I know of in the pipeline for immediate update is SoB or Witch Hunters(I can't keep them straight) If you are going with any other army, you can probably expect to be playing for at least the release of 6th before any noticeable update.

Not really.
Your models might not be the new ones but you should be fine. They rarely remove units from codeci they like to add them instead.
