I know that Dwarfs get +2 to any dispel attempt and add +1/+2 dispel dice for every Runesmith/Runelord but in the BRB when dispelling you must pick a wizard to dispel. So, who can dispel? Can anyone do it, or can only Runesmiths or Runelords do it?

No need for a specific model to dispel. Just like any army can attempt a dispel (with no bonus), no model is nominated. However the racial +2 to dispel still applies.
