As the title says, do these rules apply to the modified or unmodified toughness?

Like say a dark eldar with S3 poisoned weapon(4+) hits a nurgle guardsman who is T3(4). Will that dark eldar get rerolls to wound?
Same goes for saga of the beast slayer, does a wolf lord with said rule get bonuses for attacking plague marines?

This came to mind the other day as I couldn't find anything on this and instant death is the only rule with an excerpt on how you use unmodified toughness.

The only thing you ignore modified T are Instant Death and anything else specifying "unmodified"

Poison does not specify "unmodified"

I assume your not talking about Shooting from the Dark eldar as they Don't get reroll to wound as they don't have a strength.

And they would use modified toughness as you only ignore it when using Instant Death.

Poisoned weapons do not compare S-T to wound. If you hit a giant tyranid with that same weapon, you would still wound on a 4+.

That's not entirely true.
Poisoned close combat weapons, while they always have a fixed value to wound, can re-roll failed wounds if the wielders strength is equal or higher than the targets toughness. (p42 BRB)

If the thought of something makes me giggle for longer than 15 seconds, I am to assume that I am not allowed to do it.

The SW GWFAQ specifically reminds us that a SM on a Bike counts for the 3 "Slayer" rules:
Q. How does the Lone Wolfʼs Beastslayer special rule
(and Ulrik the Slayerʼs Slayerʼs Oath special rule, come to
that) work against models with bonus Toughness? (p29,
50)
A. You use the modified number as the models Toughness
for all purposes other than Instant Death. For example, a
model that is Toughness 4(5) because of being mounted
on a bike counts as Toughness 5 and therefore the
Beastslayer special rule would give its bonus against it.

Beast slayer.
Someone who slays Beasts.
A marine on bike apparently counts as a "beast" when fighting space wolves.

My god, have wolf standards fallen.
