I read on one of the topics in the YMDC forum (can't recall which one) that assault weapons that use the blast marker (large or small) don't roll for scatter. Is this true and if so where can it be found?

It's simply not true. That's why you haven't found it anywhere.

I'd check the date. In last edition blast rolled to hit so they ether exploded on target or didn't.

There is no such rule. In 5th Edition 40k, you roll 2d6 and a scatter die with all blast weapons regardless of type.

I totally wish those things didn't scatter, now that would be awesome.
