Simple question, can none mech Dark eldar work ? I don't mind if some things are in a raider or venom or somthing but I am curious to know if anybody uses a Dark eldar list with no/few vehicles, and if so how does it work ? And what list do you use ?

The most obvious answer is a WWP based list, but I think you could do a list low on vehicles with a Wrack heavy build or a Dark Lance spam list (Warriors on foot, Trueborn on foot, Scourges etc). Unless you are really sticking to a theme its hard to justify though, adding a Raider or a Venom is pretty cheap and the benefits are well worth it.

The WWP based list I'm currently experimenting with has no vehicles. 2 Haemonculi, 1-2 units of Harlies, 6 units of Wyches, 3 units of Beasts and 3 Talos. Unlike most Portal lists which use 2 suicide units in vehicles to deploy the Portals it doesn't care about going second (in fact it works better if it does because they have to waste a phase and/or move closer). The alternative build once I get some more Hellions is to swap the Wyches for Hellions, the Beasts for Reavers and add the Baron.

Well, the basic issue for a WWP army is to deploy the portal(s) close enough to the enemy front ranks.
For this, transports are generally required to take the portal carrier(s) midfield.
But this is counter-acted when you go 2nd.
Then it will be highly probably that the transports get downed as soon as they will be targeted.
