I am thinking about starting an Ork or IG army but I can't decide (both are too cool). so I was going to go with whichever i can throttle people better with. Since I'd rather not shell out for miniatures only to build em and then watch them get wrecked AGAIN *Glances at necron battleforce* I'd like to find a template with to-scale, 2d models that I could print and cut out and bash away with.

There is no reason to print out paper cutouts for proxies, just use the necrons as Reiko said. People will likely think better of your proxying your other models than paper cut outs.

There were actually paper orks printed in the back of the old 40k Rogue Trader book specifically for people who didn't yet have miniatures. The neat thing about them is that they are technically 'official' tournament legal GW pieces.

EDIT: As a matter of fact it seems Kid_Kyoto has already been kind enough to post them right HERE on Dakka.
