Ok, so when a Mawloc uses the "Terror From the Deep" special rule and hits a vehicle it is resolved against rear armor at str 6 and ap 2, if the center of the blast marker isn't directly over (or under) the vehicle is the str halved like a shooting attack?

Unless the Mawloc's weapon profile specifically states otherwise, yes.

I'd say no. It's not a shooting attack. Resolve hit at full strength.

it isnt a weapon though, it occurs when the mawloc deep strikes onto something, the blast marker is replaced with the emerged mawloc after the attacks are resolved, moving surviving models out of the way. it states that against vehicles they are always struck against the rear armor value, sorry i wasnt very in depth in my original post

Not a shooting attack...vehicles are hit at full strength.

Incorrect. You are hit with S6 for the blast hiting you, as the Mawlocs rule states that being touched by the blast marker is sufficient. It is not a blast weapon so does not follow the blast rules
