I have 16 chaos Terminators and 20 Imperial Terminators that hark back to the days before 40mm bases existed and as such are all mounted on 25mm bases. Is this still OK for gaming purposes? or should I be remounting them on 40mm bases?

the rule is they are to be put onto the base they came with so RAW, it would be illegal to put them on 40mm bases.

however doing so may avoid some arguments.

The rules state that you're supposed to use the bases that the models came with. You're using a 100% Citadel miniature with the base that was provided with it. If anyone tells you otherwise, ask them to show you the rule forcing you to change bases, something they'll have a hard time doing...

These guys are right. RAW says they must be mounted on the base they were supplied with. I doubt however you will run into problems if you want to remount them on 40mm bases.
