I've been playing quite a few games of 40k recently, but there were two rather odd questions that came up in some of my games:
1. Can a vehicle Ram and still disembark its passengers? For example, a Rhino rammed 12" and stopped at 11" because of an enemy Rhino, then disembarked it passengers.
2. This one might be really bad, but it did come up. My opponent tank shocked a Wave Serpent into one of my squads. I decided to DoG, and destroyed the Wave Serpent. It had guys inside of it, but instead of placing them where the Serpent was destroyed (because some would have been within 1" of my models), he placed them halfway along its ramming distance, saying that all the BRB says is that the squad is placed where "the vehicle used to be" and that since it was there earlier in the turn they can fall out there. Please tell me that he was being a SOB.

Not sure about number one as I dont have a BRB in front of me, but as for number 2, yeah, he was being an SOB. He still has to follow the rules for destroyed and exploded vehicles as per the BRB, they cant just abandon ship halfway cause he doesn't want them to be right in front of a squad to die.

As for #1 there are only a few restrictions on disembarking but if you move combat or cruising speed you can disembark. If you move flat out you can not disembark.
Ramming has no effect on being able to disembark.
So yes you can move cruising speed and disembark even if you performed a ram.
As for #2 he is stretching the definition of where the vehicle used to be, though it does not specify where the vehicle used to be when it exploded, so by bending the rules he could place them where he deployed the vehicle or anywhere along the path that it traveled throughout the whole game, but that is just silly.
He needs to place his models where the vehicle used to be when it was exploded.

1) Agreed with above posters. There is no restriction about ramming and/or tank shocking and disembarking. As long as you move 12" or less (13" for Orks with RPJ), you can disembark.
2) I don't understand what Sisters of Battle have to do with anything. He has a Wave Serpent, so he's obviously playing Eldar. Are you a SOB player? Or, are you playing Apoc? Either way, it doesn't really matter, SOB have no special rules about transported troops being deployed specially when the transport is destroyed. So, you have to deal with it the same way everyone does. If Destroyed-Wrecked, you have to disembark within 2" of access point, or 2" of anywhere if emergency. If Destroyed-Exploded, you have to place them in the footprint of where the vehicle was when it exploded.

I should have made what I was saying more clear.
Ramming has no effect on being able to disembark. Disembarking is only dependent on how far the vehicle moved prior to the unit disembarking. If the vehicle actually moves 13" or more(Flat out) then you can not disembark.
Ramming makes you try to move at the fastest speed possible for that vehicle, however if you ram something up to 12" away and stop without exploding the vehicle, the passengers can disembark since the vehicle did not actually move flat out.

As above - you must try to move as fast as possible, but you may be stopped by the ramming rules before you actually move that far.

You may not disembark a fast vehicle before ramming, as you must move at your top speed, which would be flat out.
That said if you don't move over 12" in the ram you may disembark afterwards.
