GW put the rules up in the WD of the release and declared it can be used by other chapters.

the white dwarf of what realease? if you are refering to the fluff reference in the WD you are dead wrong no other chapters can use the raven but the BA and the GK. Until it is realeased in a data sheet by games workshop and is codex approved

So far, GW has not released anything allowing other Chapters to use the Stormraven (excluding BA and GK).

There were some GW stores that allowed it to be played with various Chapters in those particular stores, likely in an effort to improve their shop sales.

No earth shattering, thought provoking quote. I'm just someone who was introduced to 40K in the late 80's and it's become a lifelong hobby.
