Can a SM Librarian embarked in a land raider, use his psychic hood to stop a psyker that passed a psychic test and is also embarked in a transport? I am unsure with the whole "can't target units inside a transport". Would the psychic hood still work? I am also unsure if the librarian would need a fire point for a psychic hood.

As long as the Psyker is in range you can use a Psychic hood even while you are embarked.

A Psychic hood is not a shooting attack so no fire point is needed.

What about if the psyker casting the power is in a transport?

As long as the psyker casting the power is in range you can use the hood, even if he is in a transport.

The caveat to that is the Tyranids "Shadow in the Warp", which is the only anti-psyker mechanism that can be negated by standing in the back of a pick-up truck.

In general yes, if the Psyker is embarked you can stop him with your psychic hood or equivalent. Just measure to the hull. It's only Tyranids who can't do anything.
