Well if they weren't at the start (and i don't believe they were) then they sure as hell are now.
Though out of all the Legions they probably have some chance of redemption if they can fix the rubric... and the Emperor wakes up and forgives them.

They're tratortastic. Although what their actual goal is at this time doesn't seem well developed. You don't get the idea that they want to burn Terra, at least not like Abaddon does.

And of all the primarchs, Magnus is the one most likely to be able to change the path he is on. Snowball's chance of that happening, and even then it'd probably be all according to plan.

They serve Tzeentch he doesnt have any allegiances not even to himself, hell if he gets bored one day he'd let them go back to being loyalists just for kicks.

Their primarch is a Demon Prince and like 75% of their chapter are power armor with ashes inside. They live in the eye of Terror on a demon planet and actively kill Imperial citizens. So yes they are chaosy and covered in spikes.

Utterly loyal, they're manipulating Tzeentch and Magnus is simply pretending to be a Daemon Primarch.
