The Rules for independent characters as per WH40k rulebook:

Independent characters are allowed to join other
units. They cannot, however, join vehicle squadrons
(see the Vehicles section) and units that always
consist of a single model (like most vehicles and
monstrous creatures


Is Castellan Crowe considered a single model unit all the time? If so an inquisitor or other IC could not join him?

Nay. You are told, in Crowes rules, that he is not an IC. He is a single model that icannot ever be bought as part of a larger unit.

So no, noone may join him
