The Legions were the original 9 'factions' of Chaos Space Marines that turned against the Emperor during the Horus heresy. They include names such as the World Eaters and Iron Warriors, who have very specific styles of warfare and so would benefit from having specialist rules to represent them, much like the Space Wolves and Blood Angels for instance do. 'Renegades' are marines that have fallen to Chaos in more recent times, and so are more 'jack of all trades' than specialists, and so the current chaos codex (which allows you to freely mix God marks, cult troops like Berserkers etcetera) is really tailored for them.

Chaos Legions has very little information revealed about it. Basically, the 3rd ed codex allowed players to make forces based around one of the 9 Legions. The 4th ed codex took all of that away in favour of making Renegades, like the Red Corsairs more viable. Obviously the 4th ed one isn't exactly liked amongst fans. The Chaos Legion book is expected to return to the 3rd ed concentration on the different Traitor Legions. This means Legions specific rules and units. It does not replace the 4th ed one apparently, it remains a codex dedicated to the Renegades.

Lost and the Damned. Maybe, wouldn't be out of the realm of possibility, maybe GW is establishing the two major factions. I believe that Imperial Armour published by Forge World has some Traitor Guard material.

A full codex? Unlikely. But, There was an 'Eye of Terror' campaign book a few years back with a list for representing the hosts of mutants and traitors that aren't Daemonic or Astartes in origin. More recently, in Forge World's Vraks trilogy there are 3 'Traitor Guard' army lists-one Undivided, one Khorne, one Nurgle. The Undivided one is available for free download on their site. Mission accomplished. Sadly, I don't believe the Renegade special character (A souped-up Alpha Legion Chaos Lord) is in the PDF, unless I'm just being blind. But seeming as he's only designed to be used in certain scenarios It's no great loss I suppose. Your side note-yes, definately! I do and it doesn't take much imagination to come up with suitable replacemnts-in fact, if you look at the PDF you'll see in many cases some units are almost copied across...(cough cough Enforcers, Apostate Preachers cough cough)

It is rumored that the new Chaos Codexs might have options for Traitor Guard units or equivilants of some kind.
Codex Renagades might have full on Traitor Guard.
Codex Legions will probably have Cultists.
Probably not much IG equipment, although the Renagade codex could have Lemun Russ and/or Basilisks.

I've been running Traitor PDF recently in friendly games. I use the IG Codex and try to stay infantry-heavy, using Conscripts for Cultists, and take very vehicles or Elites. The one actual modification I make is allowing Cultists or Command Squads to buy Icons from the Chaos Codex and summon lesser daemons. It ends up working pretty well and doesn't seem too OP in the few games I've played.
