welcome to warmachine
ask yourself what you plan to do with your list. Harby is a squishy parade float on a large base with w-a-n-k stats for DEF/ARM. the FOC 10 is misleading becuase she needs to always sit on a few to remain alive.
i see her as a troop spammer better then a jack heavy caster, maybe a single jack plus a devout for the anti spells and shieldguard.

Harby definitely loves her Infantry, but I wouldn't leave home without her trusty Avatar of Menoth nearby. Feat + Avatar's Gaze can roast people good, not to mention the Avatar is just plain awesome.

Welcome to WM!
Having played Harbinger in most of my tournaments I have to agree that she is definitely an infantry caster and never leave home without the Avatar or Vilmon with paladins. The Avatar is self sufficient, leaving Harbinger to camp her focus, and just mean to boot. Vilmon is a bargain at 3 points for he can advance under impervious wall and be kept alive with the Harbinger when your opponent finally devotes something magical his way. I find it often works out to just have Vilmon advance at you opponents meanest thing and have him stand there in impervious wall waiting for free strikes or just locking them down in general. If it helps, my usual 35 pt list with Harby involves:
Harbinger
Devout
Avatar
Bastions (Max)
Vilmon
Paladin x2
Daughters of the Flame
Piper
Covenant
Bastions act as your shield wall for you can play "spread the wounds around" and be P+S 12 weaponmasters with reach to boot. Piper gives them tough and book keeps them up if they get knockdown after tough, then you can use martyrdom. Avatar runs up a flank to hopefully use his gaze to keep threats away from Harby. Finally the Daughters can leap over your bastions/opponents shield units to threaten their support (be sure to put guided hand on them first for their MAT is lackluster).
Harbinger has to start camping her focus starting turn 2 or 3 to survive assassinations and heal herself after using martyrdom I find. Use one focus for the devout (maybe) cast one spell like crusaders call or guided hand and hold the rest when possible. Keeps her at a armor value of around 19-20, which can stop a decent number of attacks, or use the extra to heal if she's out of harms way.

I'd take a Templar and Choir before I bothered with Bastions. Bastions seem like a good buy with Harby because you have to do 36 boxes before one is taken off the table and Harby can martyr to keep them alive, but once on the table it's shocking how much damage Bastions can be forced to take at only ARM16, low def, and medium bases. It's actually a very valid tactic to charge a fast unit like Nyss Hunters into the Bastion brick doing about 7 damage each (and very probably hitting) to make Harby plink herself to death 1 Martyrdom at a time.
Bastions are also surprisingly pillow-fisted with only one attack each and P&S 12 (or is it 11?). Can they trash a warjack? Actually not really. They have one attack each and a hard time getting everybody into melee without Ranked Attack.
By contrast another heavy warjack blocks LOS to Harby to wall her off versus shooting (yeah Devout can take a shot, but against elite shooting lists that's just not good enough) and choir transforms Avatar from a solid warjack into a murderous killing machine.

I agree with sourclams, unless your running a tier list or just 1 jack menoth jacks really need a choir to be at their max.
I also agree with him on Bastions. While they look good, after an opponent knows what they do they tend to be lack luster.
