My friend claims you must first pass a Ld test if you are attempting to fleet of foot. I smell BS. However, I don't have the BRB in front of me to find any indication either way.
Have you ever had to pass a Ld test in order to successfully fleet of foot? Maybe he thinks he is right because it was a rule in an older edition...

Fleet isn't something you do in the current edition. It simply allows you to assault after runing.
And no, it doesn't require a Ld test.
If in doubt, always ask to be shown the applicable rule.

Fleet of foot allows you to assault on the same turn that you ran. It isn't an action like it was in 4th edition. So to answer your question, no, it doesn't require a test of any kind. EDIT: Ninja'd.

What fleet does for you in 5th is let you assault if you ran. Definitely no leadership check involved.

Only explanation I can think of is that he's confusing it with Hit and Run, which now requires an Initiative test to do.
But even that seems like a massive long shot.

Counter attack requires a Ld test.... but not fleet. Your friend is mistaken. Perhaps he plays IG and has fleet confused with "Run run run!"?
