So since halberds according to the fact are not a modifier such as furious charge if your squad was made up of all halberds or at least half halberds would you get your sweeping advance at initiative 6?

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

They are a modifier as that is not the initiative on your basic stat-line. Use the unmodified one instead.
