Well I say competitive, this is as competitive as I can make it.
* HQ (400pts)
* Necron Lord (210pts)
Destroyer Body (Destroyer body), Phase Shifter (Phase shifter), Resurrection Orb (Resurrection orb), Warscythe (Warscythe)
* Necron Lord (190pts)
Solar Pulse, Veil of Darkness, Warscythe (Warscythe)
* Troops (360pts)
* Necron Warriors (180pts)
10x Necron Warrior (Necron)
* Necron Warriors (180pts)
10x Necron Warrior (Necron)
* Fast Attack (750pts)
* Destroyers (250pts)
5x Destroyer (Necron)
* Destroyers (250pts)
5x Destroyer (Necron)
* Destroyers (250pts)
5x Destroyer (Necron)
* Heavy Support (235pts)
* Monolith (235pts)
(Deep strike, Gauss flux arc Projectors, Living metal, Ponderous, Power matrix)
Please note I only have 1 Monolith. Apart from that I have most Necron models.

I'd combine the Lords into one model with VeiloD, WarS & ResOrb. to get enough points for more warriors. As is, 8 is your Phase out (right?), and easily gained. Destroyers tend to stay close so if one unit gets assaulted, they all might, leaving only two units of 10 warriors and your two lords & Mono.
Eh, maybe that's a loss right there  , but adding another 10 Ws would help in the objective missions and Phase Out.
Notice: this is advice given from one who has fought a lot of necrons lately. I don't run 'em.  As is, your list looks close to the one I ate the other night (32 bodies), thus my recommendations.
Also, what's with repeating your unit & wargear titles in parathenses?

I've been running a 40 warrior list lately, and it's been doing well for me. And you statement about phase out is wrong. (Don't worry, most people do the same). You may think that having more Necrons means harder for me to phase out. Actually, it's the opposite. Having that low a phase out means if all my destroyers and 1 squad of warriors is dead I don't phase out. If all my warriors die I won't phase out. Me phasing out means I've pretty much lost anyway.

Yes, they would help in objective missions, but If I put my objectives near my table edge the warriors can come on from reserve and capture. Also, My destroyers can just focus on wiping out the enemy. And, if done right, the monolith can sit on an objective and prevent the opponent from capturing.

I use battlescribe, (Different version of army builder) and it explains the rules for things at the bottom of the page. (I delete that, obviously).

Thanks for the explanations. And you're right. If Phase Out is about to kick in, then it's likely the necron player is losing anyway.
Still, never minding PO, 2 HQs at 1500 is top heavy for most 40k lists.
And since the Lord isn't much more badass than the average 40k HQ, with a slightly higher T, MonsterCritter damage rolls, 4++, etc. I wouldn't field two of them, not in a SM, CSM or bug list. I would definitely say that two at 1500 is trading off more offensive power in another unit.

1750 points  . I took the second because it seemed like the best investment. Veil for ferrying the warriors out of the way, and solar pulse for Dawn of war and last turn when I don't want people shooting my troops.

First off the point value you list for your first lord is 210 points. Per codex a lord may not exceed 200 points. Hence my comment.
Second, and more importantly, the point values of both of your lords are off by 10.
I brought these up so you would know you have cheated yourself out of 20 points; which would buy you another warrior. If you knew your codex you would already know these things.
But, I guess you'd rather be a dick then learn something.

Ummm... No. You are 100% wrong, sir.
List looks pretty good, OP. I'm not crazy about the second lord though... I'd do as was suggested above and put one lord with a veil and orb, and put the points from the other Lord into a few Tomb Spyders.
