So, something that i have come across as reading the vampire codex, along with the rules for putting magical armour onto characters
it states that in order to equip with magical armour the character must already have the uprgadabl option in their profile for mundane armour (hence most wizards not being able to buy some kind of armour)
now looking at the vampire codex they dont actually have the upgrades to buy armour and whatnot, which raises the question
Can a vampire lord buy magical armour without having dreadknight or avatar of death vamp powers??
this has me stumped and there is a strong possibilty i missed something, please comment

That only applies to wizzards, then again all vamps are wizards (they all know that raising spell right)

Be careful with how you phrase that, since not all vamps are wizards. I've seen people try to use that argument to try and have bloodknights cast spells. All vampire characters know at least the raise spell.
As for the original post, yes, for a wizard to carry magic armor, that have to have the ability to carry mundane armor, or already be wearing it (like chaos sorcerers)

You mis-quoted the rule, and it's a lot more clear if you just check what it says.
Let's see what the rules say:
Wizards cannot choose magic armour unless they have an option for 'normal' armor.
(Skipped all the fluff on how armor disrupts winds of magic)
The only exception to this is when a wizard has armour as part of his standard equipment or an option for 'normal' armor, such as light armor, or a shield.
Is a vampire a Wizard? Check. (characters that is)
Does a Vampire have normal armor as part of his standard equipment? No.
Does a Vampire have an option for 'normal' armor? YES.
You added in extra words to the rule when you quoted it. The rule doesn't state that you must have an option for armor under your normal equipment options, only that you have an option for normal armor.
All vampires can take Avatar of Death or Dread Knight, both of which give 'normal' armor.
If it is an option, you can buy magic. You don't have to be in mundane armor, only have the option for it.

Hang on a sec folks, it actually says at the top of the magic armour section in the Vamp book that any Vamp can buy magic armour. You don't have to take Avatar of Death or Dread Knight.

Did not say you had to, just that the option to buy armor is what allows magic armor. Of course, the VC book telling you that you can should be a pretty good hint too.
