The sad truth of the meta game right now is that wave serpent armies are the only tournament-viable army..and even then it is an uphill battle.
Mech rules the day right now.
That said, you could build a really fun army with that..but like I said it probably won't do the best in a tournament.

Here is a core list to start with:
Avatar - 155
Fortuneseer w/ runes - 110
2x 5 Pathfinders - 240
2x 10 Wraithguard w/ Warlock w/ conceal - 760
3 Wraithlords w/ eml, brightlance - 465
Total: 1730 pts.
Additionally, I'd take 10 Scorpions incl. Exarch w/ claw for counter-strike.

Seeers NEED Guide and Doom, this'll piss of any opponent. Automatically Appended Next Post: My brother alway uses these, and it usually makes a shooting 4times as effective

What unit do guide? All units have BS 4.
Fortune is situational and could keep the Wraithguard or the Avatar longer alive.

Quick question, the scorpions. the squad of ten, do i give em shadowstrike , cause somewhere i read about outflanking, so would that be a good idea for vehicle lines?

Yeah, they can outflank with this Exarch power. Add stealth for moving faster.

I like wusten's list. Scaling up just adds more wraithguard troop units.
Seer doesn't need doom, could help with pathfinder shooting but the wraithguards sure don't need it. Fortuned wraithguard would help a ton against the heavy weapons they will see.

Wraithlords with BL and EML cost 155 pts each. 90 for the wraith, 40 for the Bright lance and 25 for the missile launcher.

Oh, ok. I was just referring to the first post where you wrote 145. It's my bad for not giving you the benefit of the doubt in your later posts.

Just my two cents, I took an all foot Eldar Wraithwall list to last years ard boyz and made it to the finals (I had avatar, Eldrad, harlequins, 2 units of 10 WG with 2 pathfinder units and 3 wraithlords). In the finals I took the same list with some changes to make it more of a hybrid mech list and found that with even just a few tanks, the army becomes a lot more versatile (I placed top 3 in finals).
With that said, a full foot list will do just fine except vs IG and maybe some DE lists- a little bit of mech will help a lot. You can drop the Avatar for Yriel or no autarch at all and keep Eldrad, that guy is a must for this level of competition. For elites you can have WG in a WS, just keep them 4ish with a warlock and destructor and you should do fine, meanwhile a unit of harlequins would be ideal to countercharge whatever comes near your 10 man walking unit. I personally plan on taking 6 Fire Dragons with an exarch and tank hunter/crack shot in a WS with star engines so I can get where I need to and take out what I need to but otherwise like to keep them for taking out big things.
For troops, rangers or pathfinders just don't cut it these days, there are so many better options like Dire Avengers in a Wave Serpent or just guardians. So with that said, to add a mech aspect to the army, try adding a wave serpent for each guardian squad and drop a wraithlord for maybe a Falcon so you can stick a 5 man Dire squad in there and you'll have plenty of scoring options (wraithguard are so slow relative to skimmers). Anyway, just some thoughts.
I mainly just wanted to say that a little mech goes a long way in a wraithguard army!
