It cannot move at all, including rotating. You are stuck with the fire arcs of the weapons in the facing the moment it is immobilized.
No trying to bend the arms around to shoot backward either!

That dred is locked in the possition it was in when imobilized. can still use thwe 45degree arc on its guns but no turning.

I would say yes it can. See pg 72 BGB under 'Walkers Shooting' 3rd paragraph:
When firing a walker's weapons, pivot the walker on the spot so that its guns are aimed at the target (assume that all weapons mounted on the walker can swivel 45*, like hull mounted weapons.) and then measure the range from the weapon itself...This pivoting in the Shooting phase does not count as moving and represents the vastly superior agility of walkers in comparison to other vehicles."
Since walkers are can move and shoot all weapons, the 'does not count as moving' clause is pointless unless it means that the walker can pivot even if it cannot otherwise move.

The Immobilised entry states that the vehicle can no longer turn in place.
So no pivoting for Immobilised walkers.

My interpretation of the 'does not count as moving' clause is to ensure there are no grey areas about the Dreadnought providing precedent for 'moving in the Shooting phase'. Walker weapons are counted as having the hull-mounted 45 degree arc; the only movement permitted by an immobilised vehicle is turret rotation. Obviously this is something that should be FAQ'd, but I would err on the side of not allowing an immobilised walker to pivot on the spot.

I agree that walkers can't pivot when immobilized to change their firing arcs. There don't seem to be any special exceptions allowing immobilized walkers to pivot.
However, I find the rule contradiction amusing with walkers who are in assaults that are immobilized. An immobilized walker is still capable of keeping its front armor facing its attackers. You can't get rear armor hits on it. An immobilized walker simply loses one attack.
This implies that an "immobilized" walker is not, in fact, immobile, but maybe has a significant limp.
If an immobilized walker isn't "immobile" in close combat, why not allow it to pivot to fire at targets?

Perhaps the 5th Edition writers wished to give Walkers a boon in Assault scenarios, to represent that they're a truly beastly thing to fight in close quarters? If they didn't, they'd have taken away the front-facing AV rule when immobilised.

I dont think it have to pivot i simply think that it can still turn the upperbody (as a turret).

The upper body is not a turret. It's just the dreadnought's upper body.
There is no rule that allows it to turn its body, so it's not an option.
