warlords cant take dispel scrolls and the plague priest cant take the plague banner has to go on the monks.
need alot more rats. only 90 or so rats in a skaven army is way too little, thats just my opinion. but i have just started skaven not too long ago coming from Woc but here is a list i would take fore example in a 2250pt game

I see what you mean about the rats need more but you're wrong about the plague priest because if you go to the plague priest section near the back of the book it says he can take upto 50 points of magic items (clan pestiens befould items) and scavenge pile and the banner is in the clan pestilens section.
And as for the warlord it says in his section that he may choose from the magic items and scavinge pile upto a total of 100 points which includes the dispell scroll.

Serious question and I'm not trying to be a jerk, but do you own the main rulebook? Because it says somewhere in there that only wizards can take Arcane items. The dispel scroll is an arcane item. The Warlord is not a wizard. Therefore, the Warlord cannot have the Scroll.
Also, there's something in there about only Battle Standard Bearers and the Standard Bearers of specific units being allowed to take Magic Standards.
Other than that, your list seems light on bodies. I've never used Stormvermin, but I can't imagine them being so superior to Clanrats that you can afford to take tiny units of them. I think units of 30 or more Clanrats will be immensely more effective than units of 20 Stormvermin.
Also, you're severely lacking in magic. I can't imagine not taking a Grey Seer at that points level.
So swap out two of the Stormvermin regiments for giant units of Clanrats, and I'd say drop Queek for a Grey Seer.
I'm by no means the greatest Skaven player ever, but I think my advice in this case is fairly sound.

1) Only casters can take arcane items. Warlords are not casters.
2) Only the BSB can take magic banners. Plague Priests cannot be BSBs.
3) Check the main rulebook for general restrictions on which characters can take which items.

First why would they put two diffrent things in the rule book
second perhaps I should of mentioned the majority I play a high elf player who loves dwellers so I can't take any big units or there screwed, thanks for the advice about the banners I'll look it up tomorrow I'm of to bed now : D

You really need to read the rulebook. Your list adds up to 1827pts if my calculations are correct. That's not exactly near any regularly played points level, plus, it means you've overspent by almost 100pts on your Rare and by over 100pts on your Heroes.
Please, read the rulebook before revising the list, especially the rules for army composition and magic items.
It's also advisable to remove the individual points costs from your army lists before posting, just post the total cost for each unit or section.

The reason they put two different things in the book is Warhammer is currently 8th edition. The Skaven Army Book (and all but two other army books) are from 7th edition. They still work, but the way armies are built is different. Furthermore, even in 7th, your Warlord with a Scroll and Plague Priest with a Banner would be illegal. 7th edition rulebook would've clarified this just as the 8th edition book does.
Get the 8th edition rule book. Seriously.

The other reason that the army book doesn't say that non-spellcasters cannot take Arcane items is because the army books are written with the assumption that the player already has read the main rulebook, and therefore it isn't necessary to specify this in the army book. Because they assume you've read the rulebook.

Dude, if you want to play skaven, get the Island of Blood. You'll need the clanrats and warlock engineer from the set, and you'll get a copy of the rule book as well.
Please read the included rule book. Read the magic phase and magic item rules section twice. Those are the areas that tend to be tricky for newer players to get the hang of.

As it's been said, you need more rats... alot more.
Definitely more then 60 Stormvermin are going to be needed at the point value that your list adds up to (regardless of illegal items and so on).
Only taking 92 rats in a 2250pt is pretty much a suicide mission, people will have units big enough and choppy/shooty enough in a game that big to basically eat your rats alive before they can do... Well anything.
I'm taking 100~ in a 1000pt game, so it probably wouldn't be a bad idea to be able to double that number for double the points.
You'll NEED a tarpit unit (or 4), to basically hold off whatever can and will slaughter the main bulk of your army.
Stormvermin are good, but a lot of Skaven players that I have seen really rely on slaves holding a unit still while you set up a flank charge or something similar to make the most of the bigger, badder rats.
Remember, you're the Skaven, you are violent rat men that WILL outnumber the opponent to win and you WILL need to sacrifice the weaker rats to kill the man-things.
